Shouldn't we register people without guns?

It seems like people who don't have guns should be registered by their state and then have to pay a few hundred dollars to help pay for the additional law enforcement needed to take care of their defenseless selves. Statistically speaking, their lack of firearms would also be increasing the crime rate, thereby placing an additional burden on the police officers. It seems like for that they should be charged more for choosing to not defend themselves, while instead seeking the services of someone else to do it for them, and for creating the need for more police due to higher crime.
