Why didn't Nebraska QB Tommie Frazier never played in the NFL?

He was a great QB at Nebraska who led them to 2 national championships in 1994 in 95 but he was never drafted in the NFL and i thought he was gonna get signed by a team but for some reason it never happened?..How come?
