Oboe.. Can you learn to play -decent- in a short amount of time?

That depends on how much time you spend studying on your instrument, if you do your all and study it seriously yes you will, but if your that kid of person that studies 2-3 hours a week, i'd say its 40/100 chance you'll make it.
