My dad thinks this is normal.... but i know its not!!!?

My dad is threatening to not let me go to NYC in 2 weeks.... because i want to plug in a heater because I'm cold and freezing! I have on a fur-lined jacket and ugg boots, and I'm still cold!!! He rufuses to let me plug in the heater because he doesn't want to "spend money".... and he keeps his house at 55 degrees in the winter! it's the dead of winter and we are expecting snow outside tonight. should i ggive in and not plug in the heater?????????? i feel like he's being horribley cheap and rude.
