Lulu.com is it reliable?

I heard about something in the UK where they jacked up the prices on their books with ISBN numbers. I live in USA and want to publish my book but I'm hesitant to do so due to that case. Does anyone know anything about this? Is lulu.com a reliable site to publish and add the ISBN numbers? Thanks for all your help.
