Why does our government discriminate against EU citizens? UK?

What they have done is said "all European citizens will be equal" and then they have gone on to say that some will be more equal than others by telling the Romanians and Bulgarians that they will let them in to the country but unless they are self employed they will not be allowed to stay. Now if you let thousands of people come here like this and they do not set up in business for themselves they need money and as the government wont allow them to claim benefit, they have to find money. Firstly you have a lot of them making up false paperwork so that they can pretend to be self employed then work on the black market, secondly you have some that just vanish and work on the black market, thirdly there are those that do not want to work so they earn money in other ways. Now the question is who's fault is it? You know as well as I do it's the fault of the imbecile's we have let run the country. Who do you think is to blame?
