If they do not uphold and defend the Constitution can they be impeached?

Clearly the majority of Americans are against bailouts and the aults on civil rights in our Constitution. What constituency do these people represent if not THE PEOPLE? By what authority do they act in defiance of the will of THE PEOPLE? We are a nation of laws and the heart and soul of law is The Consitution. How can we replace it with: "Those who break the rules must be punished" ?
