Do these people deserve aid over others?

"Deserve" is one of those difficult, subjective terms. Are the people who beg for food ABLE to do something else more functional and productive and simply unwilling? Or are they in fact not able to do anything but beg, due to conditions and reasons you're not aware of? It's not an easy question to answer. Both groups are suffering, both could use aid funds, and both groups have children that need to be fed and have access to medical care despite and whether or not their parents are productive citizens.
