What does this phrase mean: "I F __ (three dots that form a triangle) ; ! "?

Someone posted a picture of this and I wondered what it meant. It is: the letter 'I", the letter "j", and underscore, three dots that form a triangle, a semicolon (;), and an exclamation point (!).
